It must be going around; I had to look at the classes twice before scrolling back up to see the restrictions.

But they are testing the separation of BS damage from normal damage, so we may see stuff like this with no restrictions soon. A dev said that the code was on test but not yet applied to any items.

i wouldn't find it a stretch that this is a set up for the next batch of AA for rogues. Off-hand backstabs could be something that is in the works.

Wouldn't untieing rogues BS to wep dmg cause them to be less raid dependant for top DPS?

Not in this case. They really aren't untying it from the weapon, just making the BS damage on the weapon separate from the normal melee damage. It will make for easier balancing because mainhand piercers won't have to suck for normal melee. So, when the rogue can't BS, the rogue's melee will not drop off as drastically.
