If I recall, he gave it to Anna so she could prove she had been in Permafrost (and gain some information about her father). The NPC took it, and told a lackey to take it to the Bazaar.

WTF comics is one of the two online comix i still have bookmarked; the other is a much simpler D&D based one, Order of the Stick.
