Does having a low cha. make for a better taunt?

even though the patch said something about it. i have yet to see any real effect. other then the enchanter, most have the base chr anyway. makeing one more buff for the shaman to cast. all base chr is about the same with a few higher and a few lower. it's one of them things they said they added, but has no effect since all are pretty much the same.
