Think what should have been done with pop flags for lower tire zone is...
Have 2 kinds of mobs that give out flags. One for small guilds aka dragon give flags instead of behemoth in poi. And have dragon flag thing have limit of like 20 flags per kill and behemoth unlimited. The achivment would still be there for both big guilds and family guilds.
