Was wondering if anyone had experience wearing this? Back slot 20ac 45hp 45mana 3% parry. Was wondering how this compares to a Cloak of the Maelstrom or similar. Also wondering if the parry mod is worth it. Thanks.

I'll take maelstrom over that.
9 less ac
15 more hp
10 more dex
6 more sta (thats 40 more hp)
The mod is just eye candy.

3% parry means increased avoidance... that is precious in my mind, since there is not much available besides aa that increases your avoidance... I'd take steel-wrapped over maelstrom.

Lets suppose the final % gain in skill effect is proportional to the skill mod.
Thats if you get a 10% skill mod, your effect will go up by 10%
(We all know this is VERY VERY generous)
You Parry at most 5.0% of a mobs attack.
Add 3% of 5% (im generous) of that .... thats 0.0015.. 0.15%
With that cloack you will parry 1 more attack every 700 rounds.
Thats with an effect i consider generous (proportional gain)
To me 1 more parry every 700 rounds aint worth 55hp 10dex

if your parry skill is 200 with +3% your skill will be 206. iirc +skill cant take you over your max skill. keeps the tradeskills that cant become trivial like armor checking trivial with grelocks and grandmaster items.

Ok, the parry mod aside, it comes down to this. Is the extra 9ac on the steel wrap, or the extra 10hp 6sta (lets make this 36hp) 10dex 3str from maelstrom better. That's basically 1ac per 5hp 1dex 1/3str. So which is more valuable?

Skill mod items can take your effective skill higher than the maximum, else there wouldnt be much point to them in the first place. A lot of these items you cant even get until your skills would be maxxed already, so they'd be utterly useless if the mod didnt raise you past your cap.

If skill mod items didnt work past skillmax then +bs mod daggers wouldnt provide huge dps boosts for rogues. Thats just one (obvious) example.

Skill mod items can boost you past your skill cap, but not past the 252 cap. That's why +medidate items are valuable for hybrids, but not pure casters. Since backstab for rogues caps at 225, they still benefit from backstab mods.
