Anger & Timesnap changes on test

I just noticed this on lucy and I'm hoping these changes go live next patch.

Maybe they'll up the stun level on Pestilence Shock to 68 as well.

The pestilence shock change was a nice surprise. It was a bit of a "pestilence" to remember to click that thing every 10 mins :)

This change is clearly impeding on Divine Stun abilitiy of Paladins!!!!!!!!!!!!!!!!!!

Now I just wish they'd upgrade the stuns on SoY and FoY to at least 60. a stun that only stuns up to level 55 is pointless for a level 65.
