Punishing blade and prequistite

Punishing Blade has a prerequisite of Combat Fury. Does that mean I can train PB1 with CF1 or do I have to have CF3 before PB1?

Punishing Blade has no pre-requisites to purchase.

Flurry has Combat Fury3 requirement to train.
