Recharging Items?

I have heard that warriors with tash sticks and many other usefull things are able to recharge these items via vendors. The exact science to it I do not know. Anyone here that could enlighten me? How is it done? What items does it work with? Thanks for enlightment in advanced :)

Although it isn't very worth-while to most items that would be useful to recharge (staff of forbidden rites, snare glands etc etc..) You'd find a merchant with an open item window (or just buy something and clear out a space) Sell a fully charged item of the same kind, and then follow by selling the empty one. When you buy them all back, the empty one is now fully charged.
